The Planning Department is responsible for both the immediate and long-range planning of the community as well as economic development activities. The department’s duties include, but not limited to:

Business recruitment/attraction, expansion and retention.
Development petition intake, review, and presenting findings and reports in the public process/hearings including site plan review, subdivision proposals, variances, special use permits, etc.
Liaison to the Plan Commission & Historic Preservation Commission.
Zoning review (map and text amendments)

Subdivision & Stormwater Management Code

The Subdivision Code is Chapter 7 of the Municipal Code. This document prescribes the rules and regulations governing subdivisions, platting of land, and essential improvements. The Code includes procedures and definitions, platting requirements, performance securities, an ordinance on special flood hazard areas, an ordinance on soil erosion and sediment control, a stream and wetland protection ordinance, and the storm water drainage and detention ordinance.

Development Impact Fees

The Village of Plainfield assesses development impact fees for residential, industrial and commercial developments. Please click here for impact fees and contact the Planning Department for any further clarification or questions.

Floodplain Information

The Federal Emergency Management Agency (FEMA) establishes floodplain/wetland areas, and the maps are the official regulatory maps that determine what properties are in the floodplain and require flood insurance. Properties located in the floodplain also have limitations on what can be constructed or reconstructed and could have potential insurance consequences dependent on structure location. Special Service Area

Special Service Areas (SSA) have been and continue to be established for most subdivisions and/or larger developments and remain dormant (not enacted) until needed. SSA’s provides a funding mechanism through a property tax levy of a subdivision if or when a homeowner’s/commercial association fails to meet its common area maintenance obligations. ALL SPECIAL SERVICE AREAS ARE DORMANT AS OF APRIL 1, 2026. The Village has not enacted a dormant SSA.

Recapture

Recapture Program Explanation
This handout provides general information about the recapture process and recapturable items.

Standard Recapture Agreement
The Village has a standard format for any recapture agreement. This includes specific information that must be attached to all proposed agreements. All agreements are reviewed by staff and must be approved by the Village Board.

Certification Checklist
When a recapturable project is completed, costs must be certified in order for the Village to begin collecting and distributing recapture monies. This checklist outlines the submittal requirements to certify costs.
