What is FOIA?
The Freedom of Information Act (FOIA) is a state statute that provides the public the right to access government documents and records. The premise behind FOIA is that the public has a right to know what the government is doing. The law provides that a person can ask a public body for a copy of its records on a specific subject and the public body must provide those records, unless there is an exemption in the statute that protects those records from disclosure (for example: records containing information concerning trade secrets or personal privacy).

Who is subject to FOIA?
Public bodies are subject to FOIA. The judiciary is not subject to FOIA, but court records and proceedings generally are open to the public.

Who can file a FOIA request?
Anyone. Any person, group, association, corporation, firm, partnership or organization has the right to file a FOIA request.

What is the procedure for requesting public records?
Any request for public records in accordance with the FOIA and this Policy, shall be submitted to the Chief FOIA Officer, or any other FOIA Officer so designated.

PROCEDURES FOR REQUESTING PUBLIC RECORDS

Any request for public records in accordance with the FOIA and this Policy, may be submitted on the FOIA Portal,  https://www.plainfieldil.gov/services/foia-requests, emailed to the Chief FOIA Officer, or any other FOIA Officer so designated, in person or mailed to the address below.  All in-person or mailed requests for Police Department information shall be submitted to the following address:

In-person or mailed requests for public records other than Police Department information shall be submitted to the following address:

FORM AND CONTENT OF REQUESTS

Requests for public records made in accordance with the FOIA and this Policy shall be made in writing.  Such requests may be submitted, but are not required to be submitted, on a FOIA Request Form maintained by the Village or on the FOIA Portal. The Village’s FOIA Request Forms shall be available on the Village’s website at https://www.plainfieldil.gov/services/foia-requests and at the Village Hall, 24401 W. Lockport Street, Plainfield, Illinois, and the Plainfield Law Enforcement Center, 14300 S. Coil Plus Drive, Plainfield, Illinois.  

Requests for public records made in accordance with the FOIA and this Policy shall include the following information: 

1. The requester's full name, address and phone number; 
2. A description of the public records sought; and  
3. Whether the request is for the inspection of public records, copies of public records, or both.
